HOA Board Engages Collin County on Spencer & Park Blvd. Intersection

The Wylie Lakes HOA Board has been in contact with Bridell Miers, Collin County Engineering Project Manager, regarding the Spencer Lane and Park Boulevard intersection. Here is Bridell Miers (Aug.20th.) reply:

Good afternoon, Mr. Kamphaus.
We have received several emails from the citizens of Wylie Lakes Neighborhood regarding the stop sign concerns on Spencer at the future Park Blvd. In order to be as efficient as possible, instead of an individual response to each resident from our Commissioner, we kindly ask that you provide this statement to the residents of Wylie Lakes Neighborhood:
Collin County appreciates the level of concern exhibited by the community regarding the intersection at Spencer and the future Park Blvd. Construction will take roughly 30 months to complete weather permitting. Rest assured, the appropriate traffic control will be part of the final development of this added mobility feature to the community. We have not yet determined what traffic control features will be the most appropriate, but certainly have the time to make sure that the very best for the community can be incorporated, whether it be signs, traffic signals or other features. In the meantime we will manage the construction traffic so it is safe for the community as well.
There does appear to be some information about the project that I believe needs clarifying.
Planning for Park Blvd was begun well over 20 years ago. The subdivision was purposely designed the way it was to accommodate this added street.
Park Blvd is not a highway, it will be a 4 lane divided street.
Traffic patterns will change positively as the result of Park Blvd; it will create a better/more accessible route to SH78 thus relieving part of Spencer of some of its traffic.
Multi-Way stops may not be the best solution at such an intersection, but the County will explore warranted alternatives.
The County and our contracted inspector will be sure to manage all phases of the construction to make it safe for the community and travelling public.
I am hoping the Wylie Lakes Neighborhood will be at ease knowing that their concerns have been heard and will be taken into account. I will be sure to keep you apprised of our findings but we would appreciate some time to gather the necessary information to determine what is appropriate for this intersection.
I will be out of town starting Friday, August 22nd and will return Thursday, September 4th. I’ve cc’d our Director of Engineering (Mr. Clarence Daugherty) in the event you have any other questions while I am out.

Note:
The Wylie Lakes HOA Board will continue to follow up with Bridell Miers to obtain an estimated timeline for when Collin County Engineering will determine the appropriate improvements for this intersection. Updates will be shared with homeowners as soon as additional information becomes available.

Here is a recent email (Aug.26th.) from Thamir Weaver PE Project Manager Halff Infrastructure Consulting:

Good morning,
I spoke with Jered Johannessen and the Contractor about the Spencer Ln construction timeline.

The operations affecting the intersection of Spencer and Park Blvd will not occur until mid-February 2026.

As a reminder, Spencer Rd will maintain 2 way traffic at all times in our phasing. There is storm drainage and Bridge operations along Park Blvd near the neighborhood at Spencer Rd currently.

These kinds of operations will be ongoing thorough out the duration of the project but will not affect the traffic on Spencer.
